The "Belt, Gunners' Safety, Type A-3" is the one with a D-ring and an adjustable buckle at one end, and a spring-loaded double-clawed quick-release at the other.
These appear to have linked the individual gunner's chute harness to a safety cable within the fuselage of the aircraft, to restrain him in the event of evasive manouevering. (I recall seeing a period illustration somewhere showing how it was to be used, but I can't find it at the moment I'm afraid.)
These have been seen with manufacture dates from 1940-1945 at the very least, but I've yet to find a Veteran who recalls using one. Having said that, they have been found in the wreckage of crashed aircraft from the 1941-43 period, albeit unused.
This is opposed to the "parachute retaining straps" developed within combat units from late 1943 to connect QAC parachute packs to an individual's chute harnesses, as seen below:

These were solely to keep man and chute together in an emergency, and were eventually manufactured within theatre. There does not appear to have been a standard design adopted by the USAAF for general issue.
